Assm. Chris Holden is taking a new approach to restarting the stalled discussion on Western grid expansion. Holden’s office on Jan. 22 circulated proposed bill language that focuses on reinforcing energy-related principles California wants to uphold—such as protecting control over resource procurement, furthering development of preferred resources, and ensuring resource adequacy—rather than on what the governance of a regional transmission organization might look like.
